More Illegal Evictions Threatened in the Motala Heights Settlement Tomorrow

‘Everywhere the Municipality is Running to Attack the Bahlali’

The eThekweni Municipality’s ‘slum clearance’ programme is premised on systematic illegality. Contrary to the constitution evictions are carried out without court orders and without written warning; people are routinely not given a choice as to whether or not they want to be relocated (hence relocations are often forced removals); people routinely suffer damage to their property; the evictions are routinely carried out with casual violence and people are routinely left homeless. Shack owners are usually given relocation homes but tenants are most often left homeless. If you try and point out to the Municipality that their behaviour is illegal you are likely to be assaulted. This happened to Bheki Ngcobo from the Motala Heights settlement when he attempted to hand over a lawyer’s letter to the municipal security demolishing homes in his settlement early last month. He was pepper sprayed, knocked to the ground and kicked. It is clear that the Municipality’s rule is under the law rather than of the law when it comes to the poor.

MORE FAMILIES LEFT HOMELESS BY ETHEKWINI MUNICIPALITY

More than 35 families from the Juba Place settlement in Reservoir Hills are preparing to go to court after the eThekwini Municipality smashed up their homes, in the rain, over the weekend. Shack owners were coerced at short notice into accepting relocation to what people call 'formal jondolos' in Nazareth. These houses have no electricity and have toilets which don't work. Most people did not want to be moved away from work and schools and feel unwelcome and nervous in Nazareth where local people had expected the houses. The Municipality moved people out of Juba Place at gun point and now has to protect them from local people in Nazareth at gun point. Meanwhile shack renters in Juba Place were simply left homeless. So much for the constitution..

CAPE TOWN – A Grassy Park community of 300 forcibly removed
people has come under attack once again from the Cape Town
City's Zille administration.

DA Mayor Helen Zille forcibly removed the shack dwelling
community from Lake Road, Grassy Park on 19th March 2006,
almost immediately after taking office, in a huge police
operation. She dumped the long-time Grassy Park residents
on a piece of land on the corner of Klip and Acacia Roads.

eThekwini has taken a bold step towards creating a more integrated city. The city council has unveiled a far reaching plan to build low- to middle income dwellings on a site between Mount Edgecombe and Phoenix. This will bring working class people closer to places of employment near Gateway, as well as to yet-to-be developed commercial and industrial sites in north Durban.

It will also mean that ordinary people will be living a whole lot closer to the affluent, traditionally white enclave of Umhlanga. During the first phase of the Phoenix East Integrated Housing Development, homes will be built for nearly 20 000 families. About R10 billion has been budgeted for the project. The proposed development is in line with national Housing Minister Lindiwe Sisulu's call for integrated neighbourhoods. People with a monthly income of less than R1 500 qualify for free housing valued at R50 000, while those who earn R1 500 or more will be eligible to buy units valued from R80 000 upwards.
